1) Every company involved in the MMPR is in parntership with Health Canada.2) It is not illegal to have more than one signature 3) It is not illegal for a CEO to sell any or all of his equity ownership in his company unless specifically prohibited by the equity type (restricted shares) 4) It is not illegal for a CEO to make public "forward looking" statements about his company.
I'd also like to mention that there is already 1 lawsuit involving HC's declining a license. CEN Biotech has legal grounds for litigation with Health Canada if they deny the license and grounds for litigation with the Town Of Lakeshore if they deny a license to operate there. Suing the governing bodies is not the best option but it may be quicker than starting the whole process over in a new location.
