I just spoke with my TD Ameritrade broker and he told me that the restriction was lifted and that it is trading on the gray market. He told me I could buy and sell Treaty with TD Ameritrade. Just no bids or ask at the moment and that is why it is showing no bids, no asks, and no volume. So from what he is saying is that there are no bids at any pps and also no asks. So really no is selling at below .0015 right now. Check it out with your broker.
