My TD Ameritrade account shows the high for today as .0321 but the Level 2 on iHub shows the high for today as .0139. I suppose at least one of these is incorrect. I would have no idea why such a spike to .0321 occurred unless it was a fat finger hitting the wrong keys.

They may have meant to type .0132 which would make sense.
