My opinion is Bill did EVERYTHING he needed to do for the license by August 1st 2014 (Day after inspection and the two discrepancies fixed and electronic proof sent to HC). Since then he has been waiting patiently along with the rest of us with the exception of building a global empire, preparations for spin off and up-listing to name a few things that are known. You can bet what we see is only the tip of the iceberg, but it's enough for me to keep buying shares without hesitation. JMO
