"what we would want to know is how much otc would charge for filing fees for nnlx to upgrade to limited info or current info"
Nothing. Completely free. OTC doesn't charge any fees for "listing". There's no such thing as a "listing" fee because the electronic quotation service doesn't list companies. It's nothing more than a computerized platform for broker-dealers to "quote" company's share price. OTC charges broker-dealers a trading fee similar to the way you are charged a transaction fee by a broker but no individual company is charged a fee for having their shares quoted by a broker-dealer on the Pink tier.
The broker-dealer may have fees. There are 130 of them that are allowed to quote a company's shares. Call one of them and ask. I highly doubt they do however because a broker-dealer earns their money by the spread and it's in their best interest to have as many opportunities to earn that spread by offering as many companies for quote that they can. OTC Markets charges $6 per 100 trades as their fee to the broker-dealer, per company they quote.
