Only Grand Jury sure. Reasonable doubt not necessary to bring to trial. Perhaps then a judge and jury hearing the rest of the evidence can decide.

The SEC states in the complaint that the paid stock promoter got hired in the Fall of 2011 and posted on IHUB. Then they quoted your post.
