I have no way of knowing whether they have all the permits, but I'm thinking this is how they will offset some of the cost of the proving runs. regs are hard to understand, maybe it is different for a new airline, but for a new fleet, definitely revenue flying, proving runs plus pilot OE happens simultaneously.
