Chapter 11 reorganization is the most likely scenario for a public company with no revenue and creditors who also control the company.

It is a perfect situation to eliminate the dead weight of penny stock investors and legitimate IPO at the same time.

The IPO ,and distribution of new company shares to creditors, after such an event would be the perfect *buyout*.

You always talk about uplisting so you do realize it could be immediate after such a reorganization ?

All they have to do is jettison the existing dead weight shareholders.

They shareholders that presently own and run the company ( who are also the only creditors) would be issued new company stock in lieu of debt upon IPO and uplisting.

I am surprised this avenue and tactic has eluded you.

It is a very common and legitimate business practice.
