According to Richard Heddles recent letter the engineering firm he stated the company was in contact with in July has still not made any formal commitment to PTOI.
It is still in 'negotiations' and has only made 'tangible progress' after nearly a half a year.
Any reason Richard Heddle can not close the deal with this engineering firm ?
