Johnny, remember one thing. CEN could have spent millions on this and HC not given a license - that is one of the problems - you have to build it and hope you get the license. That decision is beyond the towns authority. Remember, HC told towns to get their acts together because if a company is granted a license towns may find themselves having to accept legal non-conforming permission in the absence of any local zoning regulations. Since HC has yet to grant a license, the company will have to count on a judge recognizing acquired rights through intention, which is still a possibility. But at this time the company cannot sue for lack of income because they have not been granted a license to earn that income.

These are facts and not an attack on the company - just the grim reality. CEN is not the only company who has spent millions and still not have been granted a license and paying leases, and so on.
