If, as Jason says, VIrtutone (& DUTV) are serving as the IP service delivery backbone to the smaller markets ( Africa, etc.) and they are allowing the bigger telecoms to use their backbone instead of needing building their own infrastructure, then"V" and others are already in a business relationship with our company (via Virtutone.)
In time we shouldn't need to borrow money because the profitability of revenues from our services should more than pay the cost of audits and the rest.
In the mean time "V" probably will want to just test the reliability of our backbone first, in our current business relationship before even offering to lend DUTV or Virtutone any funds, so that would not be a viable option right now. IMHO.
