I dont have any proof or other info, but my guess the tax stamps needed to be purchased up front for all those Brazilian bottles . And that is where the funds from the dillution is going.
If I remember, a container has like 17,000 bottles so that could be significant unexpected expense. I could be very wrong though. JMO
