No one would expect the grant money to be used on anything other than further development of ESS, as there are likely accounting reports required to indicate how the funds are spent. But any funds obtained from the U.S. military towards ESS are funds that don't have to come from the company coffers.
This is another asset that was stuck in development (as was LymPro). Insiders knew of the asset and the company was able to formulate a deal whereby the asset was acquired and put back into development. The potential payoff is rather large compared to the price paid, and is especially sweet if the government continues to fund some of the development costs.
