Possibly Big Sur he was. But I believe Bull is a straight-shooter and tells it like it is.
So IMO he waffled around a question " once again BTW " of his involvement with Treaty that some may be interested in hearing. Others don't care. And that's OK.
If he jokes about a serious question thrown to him when will we know when he is joking or serious in the future ?
