mikedallas, I can't help but ask...with the "intent" to build an MMJ facility, & acquiring building permits, would this be sufficient even w/out a "development permit"? Could use a lawyer here.

However, the municipality must remain sensitive to the fact that it cannot impose regulations on the medical marihuana production facility that would be contrary to the terms and conditions of the facility’s federal license. Any municipal regulations or conditions that would make it impossible for the medical marihuana production facility to comply with the federal approval will not be enforceable. The federal authority will be paramount to any municipal authority.
