I have not heard directly from Health Canada on this issue, but a few weeks ago an individual forwarded me correspondence he had received from Health Canada which seemed to dispel this ‘ready to grow’ notice concept. Health Canada was still saying that a licence will be issued after a successful pre-licence inspection, but that there will be a subsequent inspection to confirm that the first batch meets all requirements (but this would be a post-licence inspection).
