The operations don't have to be complete to pass pre license inspections or get a license. Prelicense inspections are to test security measures. Those are the two types of inspections, security and quality control. They can use any method of operations they want to, HC couldn't care less. It's the security, procedures, and product quality they care about, so whether they are set up or not is immaterial. The security and quality control however is highly scrutinized.
