Building permits are what is needed for electrical. framing, plumbing, etc. The term pole barn is a construction approach. It is not so different from frame and timber construction. It does not mean it is an empty shell.

I strongly agree that Bill could have handled this a lot better. He took it all to lightly. we should not be in our current situation.
