Odds are, PVEC is finished. However, I wouldn't be surprised if Peter was able to pull off a miracle. If I were him and interested in resuscitating the arrangement with the port authority, I would go out of my way to keep it under wraps until the ink is dry and the boat is en route.
Furthermore, I would think a less riskier route with proper exit strategies for both parties would be the fall back position rather than a full cancellation. It is no skin off of the Port Authorities back if they have multiple tenants rather than just one. And, if PVEC can meet it's commitments on ridership, what is the downside to the port authority?
I just think this "all or nothing" approach on the port authority's part is merely a negotiating ploy and that things may be moving forward in a more scaled back sort of way. Also, I would think legal action against Bozo should be carried out first before any further announcements are made. Put the sea-hag on the defense and he might not have time to sabotage our efforts.
