So, based on the post of LawDogs, and the definition. One must ask two questions:
First, was it the proven intent that Cen create the MMJ facility ?
Second, was it the proven intent of the city to approve that by allowing construction to commence toward that known goal ?
I would say that is pretty cut and dried. GLTA
