I've given you the solution...just like I gave the problem months ago.
Bill and the city need to negotiate terms acceptable to both sides. Neither wants a prolonged lawsuit, nor personal mud slinging which is about to commence.
Bill can swallow a hard pill and move the business once its profitable.
