That would mean they have the license, and a judge would make any decision related to the potential for LNC and whether a few weeks activity would be considered continuous activity and whether it can be argued that it is not. That is why lawyers make the big bucks.
But, that still would not change the requirement they seek a site specific zoning amendment to expand the packaging. LNC does not usurp existing regulations but rather protects lawful activity from being restricted through the changing of governing regulations. In this case in MY opinion, a judge might rule in favour of CEN being allowed to continue growing but would not remove the pre-existing regulation limiting the value added activities.
I hope if that is the case the company will be allowed to grow, but I doubt the town will lift the current restriction. My scenario post earlier today is how I would like to see the current situation resolved.
