Say there was this town where a publicly owned and traded business wanted to move. They build a building and a few of the town's people got together and said, "hey, lets act like we are not going to approve it so the stock will go way down and we can buy tons of shares and then we suddenly approve it!"
Doubt that is whats happening ... but... who knows.
