So what your are saying is that in Canada you can get a permit to build a building without tell the zoning commission of what that building is being used for...and after you build this massive entity you then have to go and get another approval to actually use the building.... That makes no sense... Am I reading your post correct...
I believe Lakeshore knew and approved both the building and knew what the building 1 was going to be used for....remember the ground breaking ceremony...I think they screwed up not having public comment before building 1 was approved and completed....so now they are back peddling and having these meeting and new zoning laws for everything going forward...
As someone said in a previous post.... Once HC gives license ...Lakeshore can not legally stop the use of building 1 as approved already... What will impact us is that what we wanted to use the other site will have to be approved under this new zoning stupid decision..
