A federal government cannot over rule a municipal government. There is a strict separation of powers in Canadian system. If one government acts in the area of another then it is ultra vires (unconstitutional).
Municipal governments are not recognized in the Constitution but are "mere creations" of the provincial. Therefore only a provincial government can intervene.
