You are incorrect. The reference to having received the package was made at the July town council meeting. Go and watch the July meeting and you will note Mayor Tom Bain making reference to having just received the package from CEN minutes before the town hall closed for the day. The reference to the incomplete application was made at the September 23 meeting.
