Nov 4th doesn't even matter...all that matters is the license. The wait wouldn't be so bad if the company hadn't said multiple times: We expect license by X date - all dates which have long since past.

One would expect that if you predict to have something by a certain date, if that date is exceeded, either constant updates are given until that something is had, or new hard dates are provided. This is all about the company living up to its claims...
