To be clear on one point...the article you are referencing that you say Bill said we would be licensed by the end of August actually said that we would be licensed by the end of the month. Now the article was posted and dated in August, BUT the article also said that the Lakeshore facility had not even been built yet. SO it is very suspect that Bill meant the end of August.
