Welcome RetoddEsq. There is a lot of speculation on what will happen with the stock dividend. Imo, mCig has been clear with their language regarding the ex-date:

As per the original guidelines of the spinoff, the ex-date for the dividend will be the date the effective notice is declared by the Securities and Exchange Commission.
It is my understanding that the company determines the record and payable dates too. This is where we, as stockholders, will need to wait for the pr which will give us the needed pieces of the puzzle.
