For one currently there is no need because as it stands there is no problem with the current permits. However after a license is granted and then these by-laws are passed CEN can be permitted under the new by-laws. One of the provisions is that the entity requesting the permit be already licensed by HC. This is not based on anything but my own assumption as these dates and rules make no other logical argument.
