are they implying the blm permit is conditioned on sirg receiving the water permit?
often many agencies have to sign off on big permits -

so maybe AZ ADEQ has to sign off- meaning their questions/ concerns have been sufficiently addressed- before blm will issue the permit

but lack of money has to our knowledge stopped sirg progress on permits for some time -so chicken and the egg -did they represent to redrock the permits were almost complete and redrock just took that at face value?

because redrock has represented the permits are ALMOST complete-which they can remain indefinitely until blm and adeq just cancel the whole thing for lack of progress

so the mystery continues-if sirg had money i'd think they'd pay the acct etc to put out the 10q because most of redrocks investors probably wouldnt invest in a no info co-and co's less delinquent than sirg have been put on ce status
