DHSM - Knowing exactly who is buying, who is selling, and trading, or manipulating the PPS of a microcap accordingly is very achievable with help from within the retail brokerage houses.
Those white-collar criminal entities who are engaged in naked short selling recruit a certain type of individual. Mostly recluse types, who feel a sense of importance for their involvement in the "process".
I actually believe that from a behavioral psychology perspective, those that are recruited to aid and abet are not fully aware of their role in the illegal activity until they are used as the fall guy/girl when the walls are closing in.
