Here is the 72-2014 document, I think its also safe to say that the town is trying to keep out any competition. viii)Only facilities licensed by Health Canada under the Marihuana for Medical Purposes Regulations (MMPR) SOR/2013-119 or as amended, will be permitted.

In my opinion this means that they (the town) is waiting on HC before adding these two by-laws. If Cen-Biotech has their license then they will comply with this provision of the by-law. I think we will see something happen because they are voting on Monday in a municipal election. They intentionally left this undisclosed because it will give the green light for CB once the elections are done and the law is adopted. IMO!
