If Joel is meeting with ADEQ and submitting a Determination of Applicability, he will have to disclose details of his "process", including how he plans to dispose of the new tailings created from treating the old tailings. They won't be kind to him if the submits something scrawled on a napkin. He will be expected to hire a registered consultant who can prepare and stamp drawings and the process descriptions.
Do you think Joel is prepared to pay a PE $120 to $150/hr. plus ADEQ's fees just to start the process? I doubt it. But hey, I have seen other scams spend piles of money to create the illusion of a legit operation. It paid off well for them, maybe Joel will go that route although I don't think he is sophisticated enough to pull it off.
