The problem arises when there are multiple fronts that must be addressed simultaneously. We have to work on debt, grow revenue, and infuse capital. Those are the headwinds you mention.
A successful launch of the water company would be a huge step in a TECO recovery, of coarse depending on it's structure.
It's my thought, that's where you're going.
