Indeed. Business decisions need to be made on the basis of the presence and market penetration of the company.
One example of Telvue's presence and penetration can be seen in this obscure little news story:

New Local Education Cable TV Channel 18 Launching October 23

October 17, 2014 - An exciting new local cable TV channel dedicated to educational content is launching on October 23rd through a partnership between the County, Nevada Joint Union High School District (NJUHSD), and Nevada County Digital Media Center (NCTV). The primary driver for the new channel was NJUHSD’s desire to have an outlet for the video content developed by students in their Digital Academy (school within a school program), as well as to share with the community broadcasts of the many school related events, activities, and daily news updates. NJUHSD has a great desire to increase local outreach, building stronger community connections.
The new channel was created via the County’s cable TV franchises with Comcast and Suddenlink and will be broadcast on both provider’s channel 18. The County worked with Granicus Inc., a San Francisco based national leading provider of government video streaming and governance management solutions to live broadcast this new channel over the Internet. This is the same solution we currently utilize to live stream County and City public meetings and channels 11 and 17. As the Granicus CEO and CFO happen to both be previous graduates of Nevada Union High School, they graciously provided the equipment and streaming services at no cost for this project; we thank them very much for their generosity. This will allow everyone in the community who cannot receive cable TV services to watch the channel and for all those students who mostly watch video content on mobile devices such as phones and tablets.
NCTV will assist NJUHSD with providing content and scheduling services for the new channel. Programming will ramp up slowly over the next few months as teachers and students are brought up to speed on the potential and technical operations of this new communication resource. Overtime, content from middle schools and other educational sources will enrich the channel’s programming and benefit to the community.
This project was made possible due to the County and NCTV partnering earlier this year and implementing the new Telvue video broadcasting platform that is now hosted in the County’s data center. The new platform can support broadcasting four concurrent TV channels and enables video content submission, conversion, and scheduling from remote locations and from the “Cloud”.
