To Desmond Fargo, Question about Paul Glover quote

Desmond, thanks for a great article in Seeking Alpha . I was wondering though where this quote from Paul Glover, Associate Deputy of Health Canada comes from? I've seen it mentioned several times on various posts but no one has ever documented a source for it.

The quote is a very significant one and it would help shareholders greatly if the source for it could be documented, thus further cementing the likelihood of a license issuance by Health Canada.
