Agreed. However, I suspect they want to create a current and accurate list of the folks holding CERTS so that when they are to be redeemed, they can cross reference the requests.

Probably should have thought of that before they started sending the certs. But, if I recall correctly, they were (and maybe still are) operating on a severe shoe string budget. They were using admins in place of accountants. Sometimes that works. This time, it didn't . Bummer.
