Regulations aside, as a general rule you want to be able to control the environment so growing indoors is optimal. Growing indoors you can control insects, temperature, moisture and lighting cycles (light controls blooming phase). Not to mention if there is a male plant anywhere close, the wind can pollinate the females which would send the crop into a seed phase. Es no bueno!
