I don't want to appear negative or throw cold water onto ....forget the cliché.
Anyways, this is a draft. City council staff usually have it prepared for signature if motion passes. Then mayor signs making it a valid by-law. The same document was prepared and available at July 15th meeting when it was originally discussed.
What you are all reading is a draft that has been included in media files so media is up to speed if motion passes. Although I think it is a very strong likelihood it will pass because the election will be over and new council in place I don't think we should count chickens before they are hatched.
