Who said anything about R&D expense? That is only 1 line item, and whether it is capitalized, expensed, or is part of CGS is a matter of GAAP interpretation.
To be realistic, the 64 Million has been lost over all 3 processors, so one would have to consider the total output over the life of the company to get a loss/ barrel.
Either way, it is expensive fuel.
