I do not think it is the small retail investor they are after, but, rather the larger investment firms who are bringing in large sums of money from another country, and then re investing in a illegal (here) business outside of the country. They feel they are loosing control of the tracking of the funds, and not getting their cut, or, being able to track who the money is actually going to. Terrorist perhaps, or, just some other illegal activity. Control is everything to our government.
And then you have the anti MMJ folks who are on the top management of the DEA, who just want to screw with the legalization of MMJ. Who knows what the actual intent is ??? GLTA
