I don't know where you are getting your information from, but Aphira already has their license. Per their website aphira.com:
"Aphria is a licensed grower of Medicinal Marijuana under the Health Canada Regulation. Grown in Greenhouses, Aphria offers premium medical grade cannabis."
They were one of only two licenses that have been issued since April 30th, the other being Tweed's second license...
