In the US neutral grain sprit (NGS) sells to distillers for about $2 per gallon. There are a number of very large distillery operations that produce and sell the NGS in bulk. The NGS (190 proof) is typically filtered by a smaller distillery and it is cut with water (sometimes filtered) to bring it down to 80 proof. This vodka is branded and packaged.
Water has one of the largest influences of the vodka taste. There are a number of distilleries that will "do it all" for another distillery business that just wants to brand and sell a product.
Marani's aging process, use of honey and skim milk are probably the largest influence on the flavor - then the water. This could possibly be recreated in the US however they would lose all of their marketing / branding. It would mean starting over.
