My guess is that the buyer of a processor who happens to generate that much plastic and use that much fuel...probably pays wholesale prices for diesel. You're right in that, assuming the plastic can be efficiently turned into diesel, that an organization which generates its own diesel might be able to save about $0.50/gallon in taxes if it's normally subject to those taxes but not subject to taxes if generating its own.
