Isn't the first step a Wells notice about a week before they suspend?
No. Wells notices are only sent when there's a formal investigation in place. And their purpose is to inform the target that the investigation is substantially complete and the SEC is prepared to litigate.
Any Wells notice for INCC is way down the road.
