Yuggibeht, I also differ strongly with you on this. Consultants work within the scope of the client's wishes as far as I have seen and know. I'm sure there are cases where the consulting firm refuses to work within the scope desired by the client and will only do a project only if the client gives the consulting firm free rein. I don't know how common that would be and it seems to me a stubborn consulting firm like that wouldn't get hired very much.
And in fact if you read PTOI's 'retraction of SAIC results' press release, it clearly says they relied on assumptions which were outdated or incorrect.
