Controlling your environment in the context that it was stated meant, that, everyone can make statements based on emotion, or, be thought out, handled in an appropriate manner, and eventually have a positive outcome. The other side of that is that you blast out at someone and have a either negative outcome, or, in the case of bashers, get them paid for responding,
