I believe the term you are looking for is extortion. Seems to me that someone is looking for a bribe. I think it is time Bill appeals to the majority of citizens in Lakeshore who would like to see growth and revenue come to their community. I don't know who is controlling the current counsel members and mayor but it certainly appears to me that they are not looking out for the best interests of Lakeshore.
