Canada has laws stating those companies with license can grow and sell MMJ. The town gave Cen Bio the permits to build a facility based on current agricultural laws in place. Cen Bio is doing nothing illegal. If the town wants to start impeding Cen Bio's right to earn money they will pay dearly in court as I am sure Bill has already started a plan if they do. They want a battle? They will get one. Instead of collecting tax revenue, they will be spending tax revenue in court. HC is not going to get in to the business of NOT issuing licenses based on some local yocal's appeal to not issue one.
